Overview
Building leadership capabilities within the infrastructure sector across the region
Infrastructure Asia (InfraAsia), World Bank Group (WBG) and Singapore Management University (SMU) have joined hands to develop a bespoke course that builds leadership capabilities within the infrastructure sector across the region. This collaboration leverages SMU’s expertise in facilitating sustainable transitions to address the pressing infrastructure challenges facing Asia.

The theme for this run of Growing Infrastructure Course is “Clean Energy”.
In light of rising energy demand, continued reliance on fossil fuels, growing energy inequities, and escalating climate pressures, this executive education programme equips ASEAN and South Asian executives with the strategies needed to transition towards resilient, affordable, low-carbon, and inclusive clean energy systems.
This course was co-designed by SMU, Infrastructure Asia and the World Bank Group; and it will be delivered by SMU in partnership with Infrastructure Asia. The programme is designed to empower city leaders and policymakers to accelerate the transition towards clean, reliable, and affordable energy systems by addressing policy, financing, and implementation challenges.
PROGRAMME HIGHLIGHTS
- Offers policy and leadership training specifically designed for leaders from the emerging and developing economies across Asia.
- Targeting 40 executives, primarily from the public sector along with a select number from the private sector involved in Clean Energy projects, this programme aims to enhance their knowledge and skills in the analysis, planning, and implementation of progressive clean energy policies, programmes, and projects.
- Participants will also strengthen their individual leadership skills, enabling them to navigate the politically and institutionally complex clean energy policies of their cities.
- Delivered as an in-person programme in the vibrant city of Singapore, which is advancing clean energy through the Singapore Green Plan 2030.
- This executive programme facilitates networking with thought leaders, government officials, practitioners, and leading academics. This unique gathering will encourage the exchange of experiences, foster the development of innovative clean energy strategies, and empower participants to enhance their leadership, problem-solving, and execution skills.

- Company Endorsement: Participants are required to obtain endorsement from their organisation during registration. Please fill out this endorsement template for your application.
- Project submission: Participants are required to share relevant infrastructure projects that they are responsible for. Please download and fill up the project template before starting the registration process. You would be asked to present these projects in detail during the course.

Who Should Attend
Senior and mid-level decision makers and policymakers engaged in the infrastructure sector, from South and Southeast Asia. For this upcoming run, we are inviting professionals from both the private and public sector working on the value chain of Clean Energy Infrastructure Projects to apply.
The participant must be
- fluent in written and spoken English,
- responsible (or would be responsible) for managing and structuring Clean Energy infrastructure projects,
- have experience in managing and mitigating project risks (e.g. legal, technical, commercial, construction risks), and
- have a basic understanding of public–private partnership (PPP) and project finance.
Selection Criteria
All registered public sector participants will go through a selection process by Infrastructure Asia before receiving confirmation to attend the course. Eligible applicants are offered sponsorship by Infrastructure Asia, please refer to the terms and conditions here for more information. The programme focused on the future of sustainable transport and infrastructure development across Asia, covering critical themes such as transport policy frameworks, inclusive mobility, metro PPP structuring, EV charging infrastructure, and circular economy practices in transport. A key highlight was the site visit to the SMRT Depot, offering a firsthand look into efficient and sustainable urban transport operations.

The sessions are practical and grounded in real delivery experience, and the Q&A has been especially useful for pressure-testing ideas and getting candid perspectives on the viability and bankability of land transport infrastructure projects.
